Intel's Turbo Boost feature and AMD's upcoming Thuban with Turbo CORE are efforts towards making overclocking "idiot proof". Thanks to the die size differences between AMD and Intel CPUs, Intel has enough die space to add an additional subsystem to provide this functionality. On the other hand, AMD can't afford to spend on another on-die controller right now so they had to go this route.
Intel is, of course, placing a premium on Turbo Boost. Only Core i5/i7 CPUs have it. The Core i3 series doesn't come with Turbo Boost. AMD will only have Turbo CORE on their hexa cores for now, but you can expect future processors based on the same die will have it too.
